This struct is marked as non-exhaustive
Non-exhaustive structs could have additional fields added in future. Therefore, non-exhaustive structs cannot be constructed in external crates using the traditional

The room to send the event to.
event_type: StateEventType
The type of event to send.
state_key: String
The state_key for the state to send.
delay_parameters: DelayParameters
Additional parameters to describe sending a delayed event.
Only three combinations for timeout
and delay_parent_id
are possible.
The enum DelayParameters
enforces this.
